To address the hunger crisis, the Hunger in America report calls on policymakers to take action. For example, it calls for: (1) The U.S. Congress to pass and ensure the President signs the Farm Bill to expand federal nutrition assistance programs that help people and families buy healthier food, (2) The U.S. Congress to pass the Children’s Health and Nutrition Act to ensure funding for all children's nutrition programs at the same level as the rest of the federal budget, (3) The Federal Reserve to lower interest rates and to buy excess bank reserves, (4) State and local policymakers to reform their tax and spend policies so that tax revenues can support state and local programs serving people in need, (5) The U.S. Department of Agriculture and the U.S. Department of Health and Human Services to improve their programs to reduce hunger and other health and nutrition issues in children, and (6) The U.S. Department of Health and Human Services to improve its programs and policies to ensure families have access to food when they need it. Such actions are needed to end hunger in America.
The report highlighted several areas of concern. Hunger is still an issue in the richest state, New York, where 23.4 percent of children under 18 were living in hunger and at risk of hunger in 2014. Although hunger levels have dropped in the past two decades, hunger still affects the most vulnerable and children are at higher risk of hunger in the United States than in any other industrialized nation. Children and teens in households experiencing food insecurity are more likely to have behavioral and emotional problems, such as depression and anxiety, and are at increased risk of developing health problems and medical conditions. Children in low-income households were more likely than children in higher-income households to be affected by hunger. The report also showed that hunger is not geographically concentrated, with hunger conditions very similar in urban and rural areas. A number of important policy changes, such as the 2013 Supplemental Nutrition Assistance Program (SNAP) reforms, have helped to reduce hunger, but progress has been uneven and needs to be accelerated to reach the U.S. Department of Agriculture’s 2025 aspiration of eliminating food insecurity for all children and families.
